Switchboards will typically be located central to a house to keep individual runs shorter. Usually in a garage or plantroom wall all your power lighting circuits will run back to here. In a large house you may have several switchboards. 

It is a good idea to locate any smart wiring panel near your switchboard should any integration be required in the future. 

For example, you decide that you would like to be able to dial into the house and turn on the hot water, this could be more easily achieved if the smart wiring panel and the hot water circuit are close to each other.
